David Sacks

David Sacks is an American technology entrepreneur, investor, and podcast host who was appointed by President Donald Trump in December 2024 as the White House “AI and Crypto Czar” — the first dedicated White House role for cryptocurrency policy — tasked with developing a regulatory framework for digital assets and artificial intelligence; a member of the “PayPal Mafia” (early PayPal executives who went on to found or fund transformative technology companies), Sacks co-founded Craft Ventures (a venture firm), produced the film “Thank You for Smoking,” hosted the “All-In Podcast,” and has been a prominent crypto advocate and critic of the SEC’s “regulation by enforcement” approach under Gary Gensler.

Background

David Sacks grew up in South Carolina and attended Stanford University, where he studied economics. He subsequently attended Stanford Law School. After graduating, he joined PayPal in its early stages as a product and operations leader. Under CEO Peter Thiel, Sacks served as COO of PayPal and was credited with product decisions including PayPal’s core payments workflow, which was widely seen as solving a key usability problem that enabled PayPal’s viral growth.

PayPal Mafia

Sacks is part of the “PayPal Mafia” — the group of early PayPal executives who went on to found or early-invest in technology companies including:

  • Peter Thiel → Palantir, Founders Fund
  • Elon Musk → Tesla, SpaceX, X
  • Reid Hoffman → LinkedIn
  • Roelof Botha → Sequoia Capital
  • Max Levchin → Yelp, Affirm
  • David Sacks → Yammer, Craft Ventures

Career Post-PayPal

Yammer:

Sacks founded Yammer — an enterprise social network — in 2008. Yammer was acquired by Microsoft in 2012 for $1.2 billion.

Zenefits:

Sacks served as CEO of Zenefits (HR software) in a turnaround role from 2016–2017, stabilizing the company after a compliance crisis.

Craft Ventures:

Sacks co-founded Craft Ventures, a San Francisco-based venture firm focused on enterprise software and marketplace companies.

All-In Podcast:

With Jason Calacanis, Chamath Palihapitiya, and David Friedberg, Sacks co-hosts the “All-In Podcast” — one of the most listened-to technology and business podcasts. The podcast covers tech investing, macro policy, and geopolitics and has been a significant platform for Sacks’s policy views including crypto advocacy.

White House AI and Crypto Czar

On December 5, 2024, President-elect Donald Trump announced Sacks’s appointment as a “Special Government Employee” serving as the White House’s AI and Crypto policy advisor. Key aspects:

  • No Senate confirmation required — The role is a Special Government Employee advisory position.
  • Legislative agenda — Tasked with helping develop statutory frameworks for crypto markets (a comprehensive crypto market structure bill and a stablecoin regulatory framework).
  • Regulatory approach — Sacks has been outspokenly critical of the SEC’s Gary Gensler-era approach of treating all crypto assets as securities and pursuing enforcement actions without clear rulemaking. He advocates for regulatory clarity over enforcement uncertainty.
  • Strategic Bitcoin Reserve — Trump administration executive orders on a U.S. strategic Bitcoin reserve were reportedly coordinated through Sacks’s role.

Common Misconceptions

  • “Sacks is a technical crypto developer.” — Sacks is a policy advocate and investor, not a protocol developer. His crypto influence is primarily through policy and venture capital.
  • “The Crypto Czar role has legislative authority.” — The role is advisory; Sacks coordinates executive branch crypto policy and legislative advocacy but cannot pass laws independently.
